That’s because we see divergence in lower PV => less impact on Jet Stream => low-pressures develop but are “stopped” at the coast of NO. For lows to pull precipitation into mountain areas in NO+SE we need convergence in PV. But this can change fast into stronger WWW in WRM-WWW periods
